A BUDGET RIDER REQUIRES US TO COLLECT ENOUGH REVENUE TO COVER THE COST OF OUR APPROPRIATION, AND IT AUTHORIZES THE HLB TO INSTRUCT THE COMPTROLLER TO REDUCE OUR APPROPRIATION AUTHORITY IF WE FAIL TO COLLECT ENOUGH REVENUE TO COVER THE COST OF OUR APPROPRIATION.

NOT IF WE FAIL TO COLLECT AS MUCH REVENUE AS WE COLLECTED IN THE PAST.THE COST OF OUR APPROPRIATION IS ABOUT $131 MILLION.
